About Facility Planning, Design & Construction
Welcome to Stafford County Public Schools Facility Planning, Design & Construction (FPDC) Department. FPDC's mission is to provide superior facility planning, design and construction management in support of the schools division's students, teachers, staff and community in the most efficient and cost effective manner.
The responsibilities of the FPDC Department include but are not limited to the development of a ten year Capital Improvement Program (CIP) and Capital Maintenance Program (CMP), execution of an annual design and construction program to support the CIP and CMP, management of Architectural & Engineering professional service contracts, management of Job Order & Indefinite Delivery, Indefinite Quantity (IDIQ) Contracts, management of the Facilities Assessment Program, land acquisition oversight, easement & right-of-way oversight, execution of an annual new and replacement furniture program, Demographics, community use of schools and oversight of facility space allocation.

As part of the SCPS Energy Management and Sustainability programs, SCPS has adopted the U.S Green Building Council’s Leadership in Energy and Environmental Design sustainability standards for new school construction and major renovations or better known as LEED.
LEED, is a certification program for buildings and communities that guide their design, construction, and operations and maintenance toward sustainability. It’s based on prerequisites and credits that a project meets to achieve a certification level: Certified, Silver, Gold and Platinum.
I am extremely proud tonight to announce that Grafton Village Elementary School Renovation Project is the first major SCPS capital project to earn LEED certification. The GVES Renovation project achieved a “Certified” certification only 3 points shy of Silver certification. Key accomplishments achieved by the project include:
- Water use efficiencies/reductions
- Optimizing energy performance
- Construction waste management/recycling
- Improved Indoor Environmental Quality
- Innovation in design
Achieving this significant milestone would not have been possible without the support of the School Board and the Board of Supervisor, the superior design from our architect Hord, Coplan and Macht, and the exception construction management from the contractor Loughridge Construction. However, what made this certification happen was the key leadership provided by our own Principal Mike Sibothan and the superb project management provided by our own Mr. Tom Henry and Mr. James McKeithan.Congratulations to the four Stafford County Public School employees who have been selected for the award of a grant to participate in the two year George Mason University Certificate in Facility Management Program.
