About the School Board
The school board is a body corporate, and in its corporate capacity is vested with all the powers and charged with all the duties, obligations, and responsibilities imposed upon school boards by law and may sue, be sued, contract, be contracted with, and purchase, take, hold, lease and convey school property, both real and personal. Individual board members shall have no authority or duties except as may be assigned to them by the board as a whole.

Aquia District

Mr. Josh Regan
Aquia District
Term: January 1, 2026 - December 31, 2029
About:
Josh has been a Stafford resident for 14 years, all in the Aquia district. He earned his baccalaureate degree from Washington State University. Josh also has a Master of Education in Special Education from George Mason University, as well as a Master of Education in Educational Leadership from William and Mary.
Josh has two children who graduated from Stafford Schools and another who started the 7th grade in 2025. He and his wife, Julia, live near Aquia Landing, where she enjoys gardening and he is learning how to raise their chickens.
Josh has been a teacher for almost 20 years and is currently teaching at Chantilly High School in Fairfax County, where he is also the varsity girls basketball head coach. He has taught both special education and general education in his career, including 11 years within Stafford Schools at Colonial Forge and Brooke Point. Josh was also the varsity girls basketball head coach at North Stafford.
In his spare time, Josh enjoys watching sports on TV, especially the Commanders, Mets, and Pacers, and spends his summers coaching his youngest son’s AAU basketball team.

Falmouth District

Dr. Sarah Chase, Vice-Chair
Falmouth District
Term: January 1, 2026 - December 31, 2029
About:
Sarah Chase was first elected to the School Board in November 2017. She was reelected by the citizens of the Falmouth District in November 2021. She has a Bachelor of Science degree in psychology from Georgetown University, and a PhD in cognitive neuropsychology from Rice University. Dr. Chase's research focused on speech and language deficits.
In 2000, Sarah and her husband and their two children settled in Falmouth. Her third child is a Stafford County native. Dr. Chase has worked as a psychology professor at the University of Mary Washington and St. Mary's College of Maryland. She has served on the PTO/PTA boards at Falmouth Elementary School, Drew Middle School, and Stafford High School. She coached Drew Middle School's MathCounts team for nine years. At the county level, Dr. Chase was the Falmouth parent representative on three redistricting committees, and served on the School Board's Gifted Advisory Committee for three years.
In her spare time, Dr. Chase enjoys going on walks, playing bridge with friends, and knitting.

Garrisonville District

Ms. Wanda Blackwell
Garrisonville District
Term: January 1, 2026 - December 31, 2029
About:
Wanda Blackwell is a veteran of the U.S. Army, retiring as an E-8/42A-Human Resource Specialist. Her 21.5 years as a Soldier afforded her opportunities to specialize and receive training in diverse areas of personnel management, to include leadership, equal opportunity, conflict resolution and mediation, and training and development. She made Stafford her home in 2006 after retiring from the military; Wanda also retired from the federal government in 2025. She has a Master of Public Administration, with a concentration in Criminal Justice, from Troy University, a Master of Science in Organization and Management, with a concentration in General Business, from Capella University, and a certificate in Public Leadership from the University of San Francisco.
Wanda's volunteer roles with an impact on children are extensive. They include serving as a Virginia Court Appointed Special Advocate; library story-teller (awarded the Military Outstanding Volunteer Service Medal); Brownie Troop-leader, and church dance leader. She currently serves as a team lead for the children's ministry at her church.
Her daughter attended Stafford's Rodney Thomson MS and graduated from North Stafford HS. Wanda has a seven-year-old granddaughter and three-year-old grandson. When not spending time with family, she enjoys running in organized races and writing. She is a self-published author; four of Wanda's six books are written for children.

George Washington District

Ms. Susan Randall
George Washington District
Term: January 1, 2024 - December 31, 2027
About:
Ms. Randall first came to call Stafford County home in 1974. Her mother was a teacher in Stafford County Public Schools for 15 years in a few different elementary schools. As a student in Stafford herself, Susan attended 1st through 12th grades. After graduating from North Stafford High School, she attended Old Dominion University and earned baccalaureate degrees in biology and secondary education. She began her career in education as a substitute teacher for Prince William and Stafford Counties. When Brooke Point High School opened in 1993, Susan transitioned to classroom teacher. She taught biology, marine biology, and environmental science for seven years. For five summers, she organized and chaperoned a field trip to Andros Island in the Bahamas for Stafford County students to SCUBA or snorkel each day and learn about the Bahamian culture and marine life.
Susan left teaching to stay home and raise her three children. Two of her children have graduated from high school and are attending college. Her third child is currently in high school.
Although Susan left the classroom, education has remained her passion. She has worked hard on behalf of many students and teachers. She has:
- Advocated in all areas of education in writing and in person to the school board and board of supervisors;
- Developed leadership skills as president of the Ferry Farm Elementary School PTA for five years, and served seven years on the board
- Voted as Volunteer of the Year for the Fredericksburg Area District;
- Maintained membership and volunteerism with all levels of PTA/O;
- Served on the Capital Improvement Program Advisory Committee for Stafford County School Board for three years (led as chair and vice chair);
- Served on the Educational Specifications Committee for the rebuilds of Moncure and Ferry Farm Elementary School with school board member Irene Hollerback and former BOS member Bob Thomas;
- Served for three superintendents on the Parent Advisory Committee;
- Served as a parent representative on the former Governor's round table in Stafford;
- Served on redistricting committee; and
- Served on calendar committee.
Susan and her husband, Russ, first met while they both were attending North Stafford High School, and they have enjoyed calling Stafford County home. Together they have enjoyed coaching and watching their three children in their various sports. In their spare time, the family enjoys their time on the water.

Griffis-Widewater District

Dr. Elizabeth Warner, Chair
Griffis-Widewater District
Term: January 1, 2024 - December 31, 2027
About:
Dr. Warner was elected to the school board in November 2019 and began her term on January 1, 2020. She earned a baccalaureate degree in biology, with a minor in chemistry from Wingate University in North Carolina. In graduate school, she completed her masters work in microbiology, then switched programs to earn an interdisciplinary Ph.D. focused on cellular and molecular biology from the University of North Carolina at Charlotte. Her research work was centered on the pathology and treatment of liver disease.
With their three children grown (one graduated from UNCC and settled in Fredericksburg, one in Florida, and one a graduate of RIT and living in Rochester, New York), Dr. Warner and her husband settled in Stafford in 2016.
Dr. Warner has taught high school biology and chemistry. At UNCC she taught freshman block classes in biology and advanced classes in microbiology. She has mentored students from high school to those enrolled in medical school in a summer internship program offered by Atrium Healthcare. This program afforded students from many backgrounds the opportunity for hands on project-based learning in a research laboratory.
In her spare time, Dr. Warner enjoys drawing, painting and writing. She and her husband appreciate their proximity to the Potomac River where they often go boating and kayaking.

Hartwood District

Ms. Shannon Fingerholz
Hartwood District
Term: January 1, 2026 - December 31, 2029
About:
As a parent, Shannon has enjoyed being engaged with the educational experience and activities in Stafford County Schools. While being involved initially started with a focus on her daughter’s class, it quickly evolved into advocating for the school division overall.
Shannon is a firm believer in having strong public schools to provide all children the opportunity to build knowledge and critical thinking that they can carry into adulthood. She is looking forward to working with staff, the community and the Board of Supervisors to continue growing partnerships to make our schools into a source of pride for Stafford County.
Shannon lives with her husband, middle school daughter and Cavalier King Charles in the Hartwood District. As a family they love traveling around the US, eating ice cream, and exploring local and state trails. Please say hi when you see Shannon at school events and around town. She is excited to meet you.

Rock Hill District

Ms. Patricia Healy
Rock Hill District
Term: January 1, 2024 - December 31, 2027
About:
Patricia Healy has served as the Rock Hill representative on the School Board since January 1, 2000. She has a Bachelor of Arts degree in Spanish literature from the University of Maryland, Baltimore County, and a Doctor Juris degree from Georgetown University Law Center.
Ms. Healy moved to Stafford County in 1985 and joined her husband in a private law practice in North Stafford in 1986. She first became involved in Stafford County Public Schools in 1998, when her daughter entered kindergarten and she helped her daughter’s school PTO raise much needed funding for a new playground.
Ms. Healy enjoys visiting the schools in the Rock Hill District, volunteering at PTO/PTA/PTSA functions, and attending performing arts and athletic events. She lives on Dun Rovin Lane with her husband and two rescue border collies, Tango and Whiskey.

Student Representatives

Ta’Layah Davis
Co-Student Representative
Term: January 1, 2026 - December 31, 2026
About:
Ta’Layah Davis is a junior at Stafford High School. She is an active student leader involved in multiple honor societies and school organizations. Ta’Layah is a captain on both the Varsity Field Hockey and Varsity Basketball teams, where she values teamwork and accountability. She also serves as the Director of Football Operations, supporting coaches and players with game-day needs and outreach. In addition, she is an editor for SHS Publications, helping guide student journalism and communication.
Ta’Layah contributes to the school community as a Morning Announcement Coordinator, working closely with administrators each morning. She is committed to volunteer service through local organizations and youth sports programs. Ta’Layah is passionate about representing student perspectives and strengthening communication between students and decision-makers. She hopes to make a positive impact on the division through her role as Student Representative.

Safdar Qureshi
Co-Student Representative
Term: January 1, 2026 - December 31, 2026
About:
Safdar “Safi” Qureshi is junior at North Stafford High School. He is an active student in the STAT Biomedical program. Safi plans to pursue a degree in Biochemistry on a Pre-Med track at a four-year university, with the goal of attending medical school and ultimately becoming a general physician and one day opening his own practice.
At North Stafford, Safdar is deeply involved in a wide range of activities, participating in 12 clubs and extracurriculars. He is the Founder and President of Model United Nations, Vice President of the Red Cross Club, a student ambassador for STAT Biomed through the STAT Student Ambassador Initiative, and an Orange Fever section leader. Safi is passionate about advocacy and leading by example, and he brings that dedication to everything he does both in school and in this role with the School Board.
