Background
Stafford County Public Schools is proposing to construct the new elementary school 19. This project is an ongoing Prototype that was developed with ES 18. The building is a three-story masonry and metal stud structure with brick and metal panel veneers. The proposed school is approximately 131,000 SF with a student capacity of 1070 students.
Location
The new Elementary School 19 proposed site is on Tax Map Parcel 39-76B, within the Aquia Election District. The property is located off Blackhawk Drive adjacent to Brooke Point High.

Cost
The School Board's FY2025 Capital improvement Plan estimates the construction costs for ES 19 to be $73,089,818.
Analysis of Need
As Stafford County continues to grow in population, building this new elementary school will relieve overcrowding and also significantly improve quality of life and community development opportunities.

How the Naming Process Works
- Community Input Period
- A 30-day public comment period is open for suggestions on school names, colors, and mascots.
- Suggestions can be submitted electronically via the form below.
- Committee Review
- A naming committee, appointed by the superintendent, will review all suggestions.
- The committee consists of the school's future principal, a School Board representative, parents, staff, students, and community members.
- Student Survey for Colors & Mascots
- Students zoned to attend the new schools will have an opportunity to vote on school colors and mascots.
- Final Selection Process
- The committee will recommend two name options and two sets of school colors and mascots to the superintendent.
- The School Board will review these recommendations, allow for public comment, and make a final decision.
Naming Guidelines

Elementary Schools: Named after the street the school is on, a historical or current name of the area, or a Stafford County resident of historical significance.

Middle Schools: Named after a Stafford County educator who has made significant contributions and has been deceased for at least 10 years.

High Schools: Named after the street the school is on, a historical or current name of the area, or a Stafford County resident of historical significance.

Avoid Confusion: Names that could be mistaken for other schools in Stafford County or nearby areas should be avoided.
Submit Your Suggestions
The community was invited to share suggestions for names, colors, and mascots from June 1-30. A Community Meeting was held on June 12 at 6:00 p.m. in the School Board Chambers located at 31 Stafford Avenue, Stafford, VA 22554. A mascot and naming committee, composed of teachers, staff, community members, students, and elected officials met and provided suggested names, colors, and mascots to the Superintendent. A presentation will be delivered at the August 26 School Board Work Session. The School Board will vote on a final name, mascot, and colors during the September 9, 7 p.m. School Board meeting.
