Moncure gave the children of Stafford County a library when there was no other available to them. She loaded up her big station wagon with books to deliver to families' homes. She was born with a dislocated hip, but she never let her disability slow her down. Anne E. Moncure Elementary School is named for her.  As a child Anne E. loved flowers.
