To All retirees with The Hartford Medicare B supplemental insurance:
As required by CMS all members should have received new Express Scripts Prescription Drug ID cards in early to mid-December. The new information will include:
2015 BIN was: 003858 --> BIN changing to 610014 for 1/1/16
2015 PCN was: MD --> PCN changing to MEDDPRIME for 1/1/16
Group number will remain as BXMA
The member’s ID number will NOT change.
Stafford County Public Schools (SCPS) Anthem and Dominion FY 2016 Rates Will Not Change-Anthem Prescription Plan to Be Four Tier Model
There will be no changes to the premium or benefits for SCPS health and dental for FY2016. However, Anthem will be moving to a four tier RX drug plan. The Hartford will not be subject to an increase until the plan renewal January 1, 2016.

Think of 65 as the magic number.Who is Covered By Anthem Blue Cross Blue Shield?Retired employees under age 65: SCPS retirees and their covered dependents, not yet eligible for Medicare B, will continue to be covered by Anthem Blue Cross Blue Shield.
Who is Covered by SCPS Retiree Insurance, The Hartford/Express Scripts?
If you and or your dependent become Medicare A & B eligible due to reaching the age of 65, or eligible due to Social Security disability, the Anthem Blue Cross Blue Shield health coverage will be replaced with The Hartford/Express Scripts Medicare Supplement Plan. Medicare will become primary and The Hartford becomes secondary. Per Policy 4706 and Regulation 4706, retirees must elect Medicare B as soon as they become eligible, or they will no longer be eligible for coverage under the SCPS Retiree Group Health Plan. You and your dependent should contact the Social Security Administration at least 90 days before your 65th birthday to enroll in Medicare.
The Benefits Department will assist you in the submission of the necessary documentation to switch to The Hartford. We will need 60 days advance notice and a copy of your signed Medicare A & B card to start the process. Call the Benefits Department at 658-6000 for an appointment or arrange to have the necessary paperwork sent to your home.
