Blue Star Families Association
Blue Star Families was founded by military spouses in 2009 to empower families to thrive as they serve by connecting them with their civilian neighbors - people and organizations - to create strong communities of support. The goal of Blue Star Families’ research and policy work is to increase the awareness and understanding of military family life trends and the ramifications for both our Armed Forces and our American society. Through this work, they are inspiring meaningful engagement between military and civilian neighbors in our communities. They are accomplishing this through individual research projects, policy analysis, and the seminal Comprehensive Report from the annual Military Family Lifestyle Survey.
Building Capacity in Military-Connected Schools
DoDEA Educational Partnership
DoDEA's Educational Partnership provides outreach to the schools that serve military-connected children to support academic achievement and positive educational opportunities and outcomes for military children. Through a variety of outreach initiatives, such as working collaboratively with the U.S. Department of Education, managing a robust grant program, and providing training and development opportunities, the DoDEA Educational Partnership champions quality educational opportunities for all military children.
FOCUS (Families OverComing Under Stress) – FOCUS World
Grounded in decades of research on family resilience and prevention programs, FOCUS was adapted for military families by a team from UCLA and Harvard Medical School. Since 2008, FOCUS Program has provided state-of-the-art family resilience services to military families, children, and couples. FOCUS is now located at designated Navy, Marine Corps, Army, and Air Force installations, and is offered to all military families, including Special Operations Command, through the Department of Defense Office of Military Community & Family Policy. Boost your family strengths - online! FOCUS World is an interactive website where families can practice skills that support resilience. The whole family can play together and explore Feeling Fox's family home. Two new activities, a virtual calming jar and silly stories game, are great for taking a break when things get hectic.

Military Child Education Coalition
Through the nonprofit Military Child Education Coalition, educators can enroll in continuing education courses and access a series of guidebooks (available for purchase online) for supporting military children.
Military Family Research Institute
Based at Purdue University, the Military Family Research Institute (MFRI) aims to assist military families through research and partnerships with civilian communities. In its "How to Help" series, MFRI offers guidance targeted to early childhood educators about how to help young children of military families before, during, and after deployment. It also offers guidance for K–12 classroom teachers and support staff.
Military Impacted Schools Association (MISA)
MISA is a national organization of school superintendents that serve school districts with a high concentration of military children.
Military Interstate Children's Compact Commission
As of January 2015, all 50 states and the District of Columbia have joined The Military Interstate Children's Compact Commission (MIC3), which advocates equal treatment of military children transferring between districts and states.
Military Kids Connect
A project of the U.S. Department of Defense, Military Kids Connect offers lesson plans for elementary, middle, and high school teachers on how to integrate military culture into the classroom.
Military OneSource
Military OneSource is a free service provided by the Department of Defense (DoD) to active duty Guard and Reserve service members and their families with comprehensive information on every aspect of military life including deployment, reunion, relationships, grief, spouse employment and education, parenting and child care, and much more. Military OneSource Confidential Help – Non-medical Counseling
Sometimes strength means asking for help and the care of friends and family isn’t enough to pull through a difficult stretch. Military OneSource is committed to promoting readiness and resilience in military members and families. Confidential non-medical counseling provides resources and support to address a variety of issues and build skills to tackle life’s challenges.

Military State Policy Source
The Military State Policy Source site seeks to engage and educate state policymakers, not-for-profit associations, concerned business interests, and other state leaders about the needs of military members and their families.
Military-Themed Books
Military students respond well to seeing their unique experiences represented in the curriculum. The American Library Association's list of W.Y. Boyd Literary Award for Excellence in Military Fiction winners offers ideas appropriate for older students.
Month of the Military Child
While April has been designated as the “Month of the Military Child,” schools are encouraged to take time throughout the year to recognize the nation’s military servicemen and servicewomen, their families, and their children. National Military Family Association
Founded 43 years ago, the National Military Family Association is a non-profit organization focusing on issues important to military families, such as comprehensive child care, accessible health care, spouse employment options, great schools, caring communities, a secure retirement, and support for widows and widowers.
Partners in Promise
Partners in Promise is a non-for-profit organization run by military-connected parents. This organization is leading the way in shaping the conversation about supporting military-connected students who receive special education services. The site is a great resource for those who want to know more about the P.R.O.M.I.S.E Act or simply connect to others who know the challenges of raising special needs students in the military culture.
PEATC
The Parent Educational Advocacy Training Center (PEATC) supports Virginia’s military families and the professionals who serve them by providing Virginia-specific information on special education and state disability services. Assistance is provided through individual consults, workshops and webinars, and statewide training. PEATC’s dedicated military outreach program partners with the VDOE to reach families stationed at all of the military installations in Virginia. PEATC’s services to families are free and confidential.
Staying Strong
Staying Strong, an initiative of the Red Sox Foundation and Massachusetts General Hospital Home Base Program, offers a documentary video, downloadable educator toolkit, and classroom activities to raise awareness of the issues military kids face and to encourage the creation of "a resilience-building classroom community."
Student Transfers

The student transfer window for the 2024-25 school year closed on July 1, 2024. If you have a special situation and need a student transfer, please complete the Student Transfer Application.
The following schools were eligible for a transfer for the 2024-2025 school year:

If you are new to Stafford County Public Schools, you must enroll your student at their zoned school based on your street address. If you need help locating what school your home is zoned for please use our Find Your School App.

Non-Employee Student Transfers
How to Apply:
Families can submit their student transfer application and associated documentation to the requested school; siblings must submit separate forms. School staff are responsible for reviewing the form and attachment of required documentation for accuracy. School principals make the transfer decision, marking one of five decisions on the transfer form: Approved – final, Approved – pending, Special Education (if the student has an IEP), Denied – does not meet criteria, Denied – closed school, or Denied – capacity at grade level.
Student transfer requests may be considered for the following reasons (see Policy 2103):
- Daycare for ES and MS students
- To meet specific medical, emotional, and adjustive needs of a student (requires documentation from professionals)
- To allow children of full-time SCPS employees who reside in the county to attend the school where the parent is employed/closest to the parent’s work location/or another school consistent with Policy 2103 and Policy 2105
- Victim of a violent crime
- Other valid needs
Please send via email the scanned transfer form and documentation to transfers@staffordschools.net. The Student Transfer Office will send the approval or denial notification to the parent/guardian and the applicable schools. If the student has an IEP, the Office of Student Support Services will either confirm the principal’s approval or deny the transfer based on space/program availability at the requested school.
After-the-Deadline applications may be considered for the following extenuating circumstances:
- An unexpected change required for Child Care arrangements (document situation and why daycare is not available in your zone)- Attached Child Care Verification Form
- Specific medical, emotional or adjustive needs - Attach professional documentation from doctors, psychologists, etc.
- A family move within the division occurs due to circumstances such as foreclosure, death of a family member, job loss, etc.
- A family relocates to Stafford County after the deadline and needs to transfer for child care (document why daycare was not available in attendance zone - attach Child Care Verification Form), curricular program, etc.
- Situations involving bullying or the student is the victim of a violent crime
- The placement of a sibling in a school for special ed. services and the parent requests to place all children in the same school
- Other extenuating circumstances (extreme family hardships)
Please contact the school you wish your child to attend. The schools will review your situation and provide you with a transfer form if your request meets the criteria.
Note: Transfer requests to the closed schools will be denied.
Note: Stafford County Public Schools does not provide transportation for students attending schools on an approved transfer.
Employee Student Transfers
(Resident/Non-Resident)
Employee transfer requests may be submitted after the transfer window closing date.
RESIDENT EMPLOYEE STUDENT TRANSFERS
Children of part-time or full-time Stafford Schools employees who reside in Stafford County may be allowed to attend the school where the parent works, the school nearest to the employee’s work location, or a school outside their attendance area based on one of the reasons specified in Policy 2103, Student Transfers. The policy was last revised by the School Board in March 22, 2022.
How To Apply:
Full-time or part-time resident employees should complete Part I of the Resident Employee Transfer Form and submit via email (through GMail). If the reason for the request requires additional documentation, submit those documents with the transfer application. If the reason for the transfer request is child care, the parent/guardian and the child care provider must complete and submit the Child Care Verification Form.
NONRESIDENT EMPLOYEE STUDENT ENROLLMENT
Policy 2105, Nonresidents, specifies that children of full-time Stafford Schools employees who do not reside in Stafford County may be allowed to attend the school where the parent works, the school nearest the employee’s work location, or a school outside their attendance area based on one of the reasons specified in Policy 2103, Student Transfers.
How To Apply:
Full-time nonresident employees should complete Part I of the Nonresident Student Enrollment Application and submit to the Student Transfer Office via email, fax, or mail . If the reason for the request requires additional documentation, submit those documents with the transfer application. If the reason for the transfer request is child care, the parent/guardian and the child care provider must complete and submit the Child Care Verification Form.

PreK-12 Student Transfer Record Request
In an effort to provide an enhanced and more secure service for our transfer students, all record requests for a former student must be made online using our new student record request system.
REQUESTS VIA FAX, PHONE CALLS, EMAILS, AND U.S. MAIL ARE NO LONGER ACCEPTED
- Account Creation. Each person requesting records from Stafford County Schools is required to set up an account. Users must utilize their school email address, personal email addresses will not be accepted. Create an account.
- Site Access. Go to https://staffordva.scriborder.com, scroll down to the “K-12 Districts Select the Following to get started” and click the Schoolhouse icon.
- Verification. Once the account is set up, there is a verification process that takes about 24 hours to complete. Users will receive an email notification once the account is verified. Accounts only need to be verified once. Multiple requests may then be submitted using account.
- Submit Request. When the user receives the “verification complete” email notification, login to the K-12 Transfer application and submit the request to Stafford County Public Schools.
- Processing Time. Stafford County Public Schools will process requests electronically within 10 business days. An email notification will be sent once the request has been processed.
- Downloading. After receiving the “processing complete” email, log back into the K-12 Transfer application to download the student record that was requested.

Legislation
Senate Bill 775
"The Child shall be allowed to enroll in the school division of the child's intended residence if documentation is provided, at the time of enrollment, of military orders of the service member parent or an official letter from the service member's command indicating such relocation. Documentation indicating a permanent address within the school division shall be provided to the school division within 120 days of a child's enrollment in school. The assignment of the school such child will attend shall be determined by the local school division."
House Bill 1085
"Any local school board of a school division in which a military installation or other military housing is located shall establish and implement policies to provide for the enrollment to any school of any student residing on a military installation or in military housing within the school division upon the request of his parent if space in the school is available. In developing such policies, a local school board may include any of conditions listed in subsection A of § 22.1-7.1 or any other condition deemed appropriate by the local school board."
House Bill 1623
"Military families; relocation to the Commonwealth; student registration. Permits any student whose service member parent is relocated to the Commonwealth pursuant to orders received to register for courses and other academic programs and participate in the lottery process for charter schools and college partnership laboratory schools in the school division in which such student will reside at the same time and in the same manner as students who reside in the local school division. This bill is identical to SB 1249."
